Road Building Technical Committee (RBTC)

Overview 

The Road Building Technical Committee (RBTC) is a voluntary committee within the Construction Equipment Council (CEC) of the Safety & Product Leadership (S&PL) department of the Association of Equipment Manufacturers (AEM). The RBTC’s activities shall be subject to the bylaws, regulations, and policies of AEM and the rules of order of S&PL.   

The Road Building Manufactures Committee (RBTC) is composed of a combine group of manufacturers focused on topics relating road building equipment and related tools, implements, assemblies and major components of these products. 

The RBTC is being reconstituted from five separate AEM committees. Now all these five committees will be administered and managed under the newly formed RBTC. 
 These committees were known as follows: 

  • Troweling Machine Manufacturers Technical Committee (TMMTC) 

  • Compaction & Paving Machinery Technical Committee (CPMTC) 

  • Concrete Pavers Technical Committee (CnPTC) 

  • Crushing, Screening, & Conveying Technical Committee (CSCTC) 

  • Diamond Tools & Equipment for Construction (DTEC) 

Mission  

The mission of the RBTC is to serve their members by: 

  • Facilitating information sharing and meaningful dialogue between member companies on technical, regulatory and safety issues. 

  • Developing and presenting consensus AEM positions on behalf of the relevant industry sectors on issues of common concern. 

  • Providing an environment for and encouraging the creation of networking opportunities between industry colleagues. 

  • Promoting and encouraging the development and harmonization of International Standards. 

  • Providing a forum for equipment and attachment manufacturers to work together to better understand and serve the needs of their mutual customers. 

Responsibilities  

The specific purposes of the RBTC are:   

  • To develop and publish industry best practices for road building equipment and auxiliary equipment which embody principles of simplification of sizes, consistency in terminology, and standardization of performances, certain mechanical features, and other characteristics.   

  • To promote the common business interests of its members and of the industry as a whole.   

  • Pursuing such other activities may lead to better service to the customer, and increased knowledge in the design, manufacture, and application of safer and more efficient products.   

  • To influence, compile, disseminate, and promote knowledge and information regarding industry standards and international, national, state, & local governmental rules and regulations which may apply to the products and their use to encourage compliance.   

 Membership  

Any member of AEM actively engaged in the design and manufacture of road building equipment and auxiliary equipment within the United States or Canada is eligible for participation in the RBTC.   

In addition, any member of AEM actively engaged in the following activities are also eligible:   

  • Supplying parts, components, or equipment for road building equipment and auxiliary equipment. 

  • Supplying parts or equipment for systems utilizing such road building equipment and auxiliary equipment. 

  • Supplying machinery, equipment or other products used to manufacture such road building equipment and auxiliary equipment. 

Quorum  

A simple majority of member companies of the RBTC present at the meeting shall constitute a quorum for the conduct of business.   

Representatives   

Multiple people may represent a member company on the RBTC.   

Voting  

Each member company possesses one vote, regardless of how many representatives from each company participate in the RBTC. Except as otherwise required by AEM Bylaws, any matter presented at a meeting for the vote of the members shall be determined in accordance with the majority vote of those present and voting, in person, or by proxy. In certain circumstances, closed ballot voting via email is allowed.   

Meetings   

An annual meeting of the RBTC shall be held at a time determined by AEM staff and the members of the RBTC. Notice that a meeting will be held, stating the time, place, and topic(s) to be discussed, shall be sent to each member of the RBTC by AEM staff before the meeting is to be held. Additional meetings may be scheduled as necessary.    

Leadership  

  • The leadership of the RBTC shall consist of a Chair, a Vice Chair, and a 2nd Vice Chair, each elected by a majority vote of the RBTC to serve a two-year term.   
  • Upon completion of their term, the Chair is succeeded by the Vice Chair, the Vice Chair by the 2nd Vice Chair, and the 2nd Vice Chair by election of a majority vote of the RBTC.   
  • RBTC leadership shall meet with AEM staff to discuss the scheduling of meetings, develop meeting agendas, and bring forward any other issues to be discussed by the RBTC.   
  • The Chair shall preside over all meetings of the RBTC. In the absence of the Chair, the Vice Chair shall preside. In the absence of both the Chair and the Vice Chair, the 2nd Vice Chair shall preside.   
  • Any member of the RBTC shall have the right to nominate or serve in any leadership position.   

Amendments  

Roles & Responsibilities will be reviewed annually and may be amended or added to by a majority vote of the RBTC, provided the amendments do not conflict with the AEM bylaws or the rules of order of S&PL.
